Bulgaria inherited an extensive but obsolete telecommunications network from the Communist era. Since then, quality has significantly improved with a modern digital trunk line connecting switching centers in most of the regions. Even though Bulgaria took one of the last places in the EU for mobile broadband usage in 2011, this market has been rapidly growing, more than doubling the number of mobile broadband users. Likewise, Internet access is becoming more and more widespread and fast. ADSL connection is the most popular choices for Bulgarians when it comes to Internet access, but fiber-optic cable connections are quickly replacing it. Apparently, the main reason for the good rates in the growth of internet use in Bulgaria is the fragmentation and competitiveness of the ISP sector. The regional ISPs have a leading role in setting higher speed standards for affordable prices.

Penetration rate for Internet access at the end of 2014 in Bulgaria was of 56.7%. Bulgaria ranked world’s 20th best in 2014 for broadband internet accessibility and speed. The average download speed in Bulgaria is 33.5 Mbps and the average upload speed is 22.8 Mbps. The number of fibre subscribers grew 110% in 2013, and similar growth is expected in the near future as many customers are migrating from legacy DSL.

TELECOMS MARKET

The Bulgaria Telecommunications Company’s fixed-line monopoly terminated in 2005 in an effort to upgrade fixed-line services. Now, mobile-cellular teledensity, fostered by multiple service providers, has reached 150%. The telecoms market in recent years has been affected by the poor macroeconomic climate as well as consumer trends which have led to the continuing decline in fixed-line voice services and placed stress on messaging services. Bulgaria’s broadband market now enjoys excellent cross-platform competition, including DSL, cable, FttX, WiMAX and LAN-based services. The country has undertaken steps to develop an internet society encompassing commerce, health and government services. The Communications Regulation Commission is the state watchdog in the Bulgarian telecom field.

Bulgaria entered the EU on 1 January 2007, showing an annual growth of more than 6% from 2004 to 2008. The global crisis greatly reduced domestic demand, exports, capital inflows, and industrial production, leading to a GDP reduction of 5.5% in 2009.
