Thanks to the enormous growth of the mobile segment on the back of increased competition in the marketplace, Indonesia’s telecom industry has found a new dynamic. The all-important national backbone network is taking shape and on the service side the rapid increase in mobile broadband subscriptions and smartphone take up has been remarkable. However, there had been some signs that the government was hesitating in its efforts to restructure the industry.

The Internet penetration rate was hardly above 63.5% in mid-2019. The fixed-line penetration is only 3 per 100, whereas the mobile-cellular penetration reaches 122 per 100 persons. Coverage provided by existing infrastructure has been expanded by the use of over 200,000 telephone kiosks many located in remote areas.


In Indonesia’s telecom sector, growth has been strong in both subscriber numbers and revenue in the past few years, and changes in the regulatory regime and operator restructuring are starting to have an effect on the industry. The Indonesian telecoms sector is mostly a mobile-based market. Although the number of broadband users has grown thanks to the rapid increase in mobile broadband subscriptions and smartphone sales, fixed internet connections remained relatively low. The Indonesian data centre market has experienced significant growth over the past two decades, as Indonesia is trying to bridge the gap with neighbouring countries such as Singapore and Malaysia. Indonesia is also attracting investments from international cloud providers. Telecommunications are regulated by the Directorate General Post and Telecommunication, which functions to regulate and conduct technical standardisation in post and telecommunications as well as licensing, and the Indonesian Telecommunication Regulatory Authority (“BRTI”).


Indonesia, the largest economy in Southeast Asia, has seen a slowdown in growth since 2012, mostly due to the end of the commodities export boom. During the global financial crisis, Indonesia outperformed its regional neighbors and joined China and India as the only G20 members posting growth.

Nevertheless, Indonesia still struggles with poverty and unemployment, inadequate infrastructure, corruption, a complex regulatory environment, and unequal resource distribution among its regions. The Government seeks to develop Indonesia’s maritime resources and pursue other infrastructure development, including significantly increasing its electrical power generation capacity. Fuel subsidies were significantly reduced in early 2015, a move which has helped the government redirect its spending to development priorities. Indonesia, with the nine other ASEAN members, will continue to move towards participation in the ASEAN Economic Community, though full implementation of economic integration has not yet materialized.
