Italy is the third-largest economy in the euro-zone, but its exceptionally high public debt and structural impediments to growth have rendered it vulnerable to scrutiny by financial markets. The country has a large telecom market, with significant development on fibre-optics in recent years and strong competition in the DSL sector. Italy faces growing pressure from its EU allies to strengthen its telecommunications infrastructure and digital sector to help improve the performance of an economy that was in virtual stagnation for more than two decades.

The Internet penetration rate reached 92.5% by the end of 2018. The Government’s Open Fiber project and other public efforts have improved the quality and scope of fast broadband services across the country. Italy is also leading new developments in 5G technology, and ground-breaking services are expected from Italian network operators during 2019.


The fixed-line telecommunications market is still undergoing a remarkable decline in revenue due to reduction in rates and the shift of voice traffic to mobile connectivity. Although the mobile market used to thrive in Italy in the recent past, it has lately suffered a severe decline in the number of subscribers as customers prefer bundled offers from the main providers. The broadband market has effective competition within the DSL sector, with a thriving fibre sector pushed by both large companies and municipal governments. Regulatory measures have also been introduced to facilitate access to NGNs. Fibre-based broadband access has also been extended to previously underserved areas.


Italy has a diversified economy, with a developed industrial north, dominated by private companies, and a less-developed, highly subsidized, agricultural south. The Italian economy is driven in large part by the manufacture of high-quality consumer goods produced by small and medium-sized enterprises, many of them family-owned. Italy also has a sizable underground economy, which by some estimates accounts for as much as 17% of GDP. These activities are most common within the agriculture, construction, and service sectors. In 2015-16, Italy’s economy grew at about 1% each year, and in 2017 growth accelerated to 1.5% of GDP. Recently, overall unemployment slightly improved, but youth unemployment remained high.
