AVAILABLE SERVICES IN JAPAN

Japan has one of the most advanced communication networks. Its telecom market is characterised by customers possessing a willingness to adopt new technologies combined with an increasingly sophisticated interest in the wider application of telephone lines. Measured on a purchasing power parity basis that adjusts for price differences, Japan in 2018 stood as the fourth-largest economy in the world.

DETAILS

Japan is one of the countries with a higher Internet penetration rate reaching 93.5% of their large population by the end of 2018. FttH is expected to continue to increase its share of total fixed broadband subscriptions at the expense of DSL. Over the next five years, fixed broadband growth is also expected to continue to increase slowly. One of Japan’s largest e-commerce companies is planning to build its own nationwide stand-alone 5G mobile network. The Japan government has also recently released spectrum for 5G services to be commercially available in 2020.

TELECOMS MARKET

Fixed line growth in Japan has been stagnant over the past years. The fixed broadband market is supported largely by two technology platforms: cable TV (CATV) and FttH, with the latter more prominent. Japan possesses one of the most advanced and largest broadband markets in the world. The country was an early adopter of triple-play models which provide TV, broadband internet and voice telephony as packaged services from a single provider. Fixed-line broadband market penetration has been growing slowly over the past five years in a highly mature market. Japan’s mobile market has been dominated by three major operators, but the Japanese government is looking to open the mobile market up to new players for 5G services.

BUSINESS ENVIRONMENT

Over the past 70 years, government-industry cooperation, a strong work ethic, mastery of high technology, and a comparatively small defense allocation (1% of GDP) have helped Japan develop an advanced economy. Two notable characteristics of the post-World War II economy were the close interlocking structures of manufacturers, suppliers, and distributors, known as keiretsu, and the guarantee of lifetime employment for a substantial portion of the urban labor force. Both features are now eroding under the dual pressures of global competition and domestic demographic change.

Japan enjoyed an uptick in growth since 2013, supported by Prime Minister Shinzo ABE’s “Three Arrows” economic revitalization agenda – dubbed “Abenomics” – of monetary easing, “flexible” fiscal policy, and structural reform. Led by the Bank of Japan’s aggressive monetary easing, Japan is making modest progress in ending deflation, but demographic decline – a low birthrate and an aging, shrinking population – poses a major long-term challenge for the economy.

Scarce in critical natural resources, Japan has long been dependent on imported energy and raw materials. After the complete shutdown of Japan’s nuclear reactors following the earthquake and tsunami disaster in 2011, Japan’s industrial sector has become even more dependent than before on imported fossil fuels. However, ABE’s government is seeking to restart nuclear power plants that meet strict new safety standards and is emphasizing nuclear energy’s importance as a base-load electricity source. Japan is trying to open the country’s economy to greater foreign competition and create new export opportunities for Japanese businesses, including by joining 11 trading partners in the Trans-Pacific Partnership (TPP).

INCUMBENT OPERATOR

NTT is the dominant phone operator in Japan since 1952, having a monopoly on communications for many years. In 1985, in an environment of innovation in telecommunications technologies, Nippon Telegraph and Telephone Public Corporation was privatized and reborn as a corporation that could implement more-flexible business administration in response to changes in the operating environment. Subsequently, aiming to diversify its operations, NTT aggressively expanded its business activities to such fields as data communications and mobile communications. In the mobile sector it is present through its subsidiary, NTT Docomo, which is also the primary player. NTT is the third largest telecommunications company in the world in terms of revenue.
