Broadband internet access in Portugal is supplied by several local ISPs and Carriers and is reachable in most areas. The country is considered to be in the top 10 with higher percentage of fiber connections with more than 6% and a total of 1.5 milion FTTx. It has a growing broadband subscriber base enhanced by cable, DSL and growing Fiber. Higher speed internet accesses are mainly located in Lisbon and the northern regions.

TELECOMS MARKET

Portugal has a modern and flexible telecommunications market, as well as one of the highest mobile phone penetration rates in the world (the number of operative mobile phones already exceeds the population). This network also provides wireless mobile Internet connections as well, and covers the entire territory. The progressive liberalisation of the Portuguese market began at the beginning of the 1990s through the creation of the Portuguese Institute for Communications (ICP). Through a combination of specific deadlines for liberalisation and entry mechanisms for new market players, Portugal’s telecoms scene was successfully opened up to competition, and the country’s leading telecom operators have partnered up to build high speed next generation networks. The regulatory body overseeing communications is called ANACOM.

BUSINESS ENVIRONMENT

Portugal has become a diversified and increasingly service-based economy in the last decades. The economy grew by more than the EU average for much of the 1990s, but the rate of growth slowed in 2001-08. The economy contracted in 2009, and fell again from 2011 to 2014, as the government implemented spending cuts and tax increases to comply with conditions of an EU-IMF financial rescue package, signed in May 2011. A modest recovery began in 2013 and gathered steam in 2014 due to strong export performance and a rebound in private consumption. Although austerity measures were instituted to reduce the large budget deficit, they contributed to record unemployment and a wave of emigration not seen since the 1960s. Legislation has been passed in order to reduce labor market rigidity. This, along with sustained fiscal discipline, could make Portugal more attractive to foreign direct investment. The government reduced the budget deficit from 11.2% of GDP in 2010 to 4.8% in 2014, pledging to lower it even more to under 3% in 2015.

INCUMBENT OPERATOR

PT Portugal SGPS SA (also known as Portugal Telecom or PT) is the largest telecommunications service provider in Portugal, and it also had a significant presence in Brazil and in Portugal’s former African colonies. In 2013, Portugal Telecom and Brazil’s Oi SA combined their operations to form a new Brazil-based company with more than 100 million subscribers. Since June 2, 2015, PT Portugal is a wholly owned subsidiary of Altice Group, a multinational cable and telecommunications company. PT Portugal’s assets were sold to Altice in a move of Oi SA to reduce debt. The African assets were mostly sold for the same reason. Portugal Telecom now exists only in a 27,5% stake in Oi.
