With an Internet penetration rate of 73.8% at the end of 2018, Portugal is ranked below the EU average. The cable sector has also shifted towards fibre, with the principal cableco NOS investing in fibre rather than cable upgrades.


Portugal has a developed telecom market with a remarkable mobile sector and a growing customer base for broadband services. Ongoing investments are made to improve the networks in order to attract new and existing customers to upgraded services. Operators are also considering network sharing in order to reduce their expenses. The mobile market is dominated by the incumbent Portugal Telecom, operating as Meo, followed by Vodafone and NOS. The market share held by Meo has fallen steadily in recent years. The MVNO market remains undeveloped, partly because the main operators dominate the market with their own low-cost brands.


Portugal has become a diversified and increasingly service-based economy since joining the EU in 1986. Portugal’s economy contracted in 2009 and fell into recession from 2011 to 2013, as the government implemented spending cuts and tax increases to comply with conditions of an EU-IMF financial rescue package, signed in May 2011. Portugal successfully exited its EU-IMF program in May 2014, and its economic recovery gained traction in 2015 because of strong exports and a rebound in private consumption. GDP growth accelerated in 2016, although unemployment remained high.

Some unpopular austerity measures had to be implemented by the Portuguese government while managing to remain within most EU fiscal targets. The budget deficit fell to 1.8% in 2017, the country’s lowest since democracy was restored in 1974, and surpassing the EU and IMF projections of 3%. Portugal exited the EU’s excessive deficit procedure in mid-2017.

PT Portugal SGPS SA (also known as Portugal Telecom or PT) is the largest telecommunications service provider in Portugal, and it also had a significant presence in Brazil and in Portugal’s former African colonies. In 2013, Portugal Telecom and Brazil’s Oi SA combined their operations to form a new Brazil-based company with more than 100 million subscribers. Since June 2, 2015, PT Portugal is a wholly owned subsidiary of Altice Group, a multinational cable and telecommunications company. PT Portugal’s assets were sold to Altice in a move of Oi SA to reduce debt. The African assets were mostly sold for the same reason. Portugal Telecom now exists only in a 27,5% stake in Oi.
