Romania’s Internet and broadband market is experiencing strong growth, despite the country’s low fixed-line penetration rate. Broadband services are widely available from the cable operators as well as the fixed-line incumbent, which has made up for belatedly launched ADSL services through aggressively pricing its services. Large LAN-based broadband services are also popular.

With an Internet penetration rate of 56.3% by the end of 2014, Romania is well below the EU average in that area. Broadband internet has been available since 2000, through coaxial cable, first from Kappa (now owned by UPC) and currently from RCS&RDS and UPC. Recent speeds range between 2 Mbit/s and 1000 Mbit/s for household targeted plans, and the data traffic is unmetered. However, the most popular broadband services are provided by micro-ISPs with 50 to 3000 customers each. These ISPs usually provide their services through 100BASE-T UTP LANs. Some of these micro-ISP function completely legally, while others (generally the smaller ones) are organized informally. For business use, services are usually provided through fiber optics or radio.

TELECOMS MARKET

Romania’s fixed-line telecoms market is evolving thanks mainly to strong competition and technological progress. The market was opened in order to conform to EU directives and a regulatory framework has been put in place in order to foster effective competition. Alternative operators and the incumbent have had to invest heavily in network capacity upgrades due to the customers’ shift towards broadband services. Mobile data and content services are also widely available and the launch of 3G services by two operators enabled the availability of increasingly sophisticated mobile content. The National Authority for Management and Regulation in Communications (ANCOM) is responsible for the enforcement of Romanian legal provisions both in the competition field, and in the field of electronic communications and postal services.

BUSINESS ENVIRONMENT

Romania, which joined the EU on 1 January 2007, had a largely obsolete industrial base and a pattern of output unsuited to the country’s needs. Romania’s macroeconomic gains have only recently started to spur creation of a middle class and to address Romania’s widespread poverty. Corruption and red tape continue to permeate the business environment. In the aftermath of the global financial crisis, In March 2011, Romania and the IMF/EU/World Bank signed a 24-month precautionary stand-by agreement, worth $6.6 billion, to promote fiscal discipline, encourage progress on structural reforms, and strengthen financial sector stability. Economic growth rebounded in 2013, driven by strong industrial exports and an excellent agricultural harvest, and the current account deficit was reduced substantially. The economy closed out 2014 with 2.8% growth, down from the 3.5% posted in 2013. Industry outperformed other sectors of the economy. Exports remained the engine of economic growth, led by trade with the EU, which accounts for roughly 70% of Romania trade. However, progress on structural reforms has been uneven and the economy still is vulnerable to external shocks. An ageing population, weak domestic demand, tax evasion, and insufficient health-care represent the top vulnerabilities.
