Internet in Russia (sometimes shortened as Runet, particularly when referring to sites written in Russian) is available to businesses and home users with DSL connections, FTTH, mobile and wireless connectivity, and satellite. A massive Wi-Fi network was built in Moscow for commercial use, which is considered the biggest wireless city network in the world. The Black Sea coast of Russia has also become an important area for fiber-optic networks after the 2014 Winter Olympic Games.

DETAILS

The highest penetration rate is in Moscow and Saint-Petersburg (more than 70%). A quarter of all subscribers are living in these cities. Over 1,000 companies around the country are licensed to offer communication services. In September 2011, Russia overtook Germany as the European market with the highest number of unique visitors online. In March 2013, it was announced that Russian is now the second most used language on the web.

According to Daily Telecom estimates, by the third quarter of 2013 there were 26.3 million broadband subscribers. Average broadband download speed was almost 23.9 Mbps.

TELECOMS MARKET

Russia has made significant progress in the last decade to create a telecommunications infrastructure necessary for a market economy; the estimated number of mobile subscribers jumped from fewer than 1 million in 1998 to more than 235 million in 2011. The largest residential Internet service providers by market share at the end of 2013 were Rostelecom (38.6%), ER-Telecom (11.1%), VimpelCom (10.1%), and MTS (9.4%). However, the Russian telecoms market is not homogeneous due to the concentration of wealth in the western area of the country.

Most local ISPs are active in cities. On the other hand, most of the country-wide cable lines belong to a reduced number of large operators such as formerly the state-controlled Rostelecom and the railways-affiliated Transtelecom, which operates the country’s biggest DWDM fiber backbone.

BUSINESS ENVIRONMENT

Relevant changes have occurred in Russia since the collapse of the Soviet Union. A more flexible economic system is now in place that is able to participate in the global market. Most industries were privatized in the 1990s, except the energy and military sectors. The protection of property rights is still unsatisfactory and the private sector may be subject to interference from the government. Russian industry is split between competitive commodity producers, particularly natural gas, oil, steel and primary aluminum, and some heavy industries that are scarcely competitive and remain mostly dependent on the Russian domestic market. Russia’s dependency on commodity exports makes the country very vulnerable to ups and downs in market cycles.

Rostelecom is the leading telecommunications company in Russia, with a presence in every segment of the telecommunications services market and coverage of more than 34 million households. The company holds a leading position on the Russian broadband and pay TV markets, with over 11.2 million fixed-line broadband subscribers and more than 8.1 million pay TV customers. In 2013, its network bandwidth of IP/MPLS data was expanded to 7.2

Tbps. Rostelecom also implemented a program of upgrading copper “last mile” networks to optic fiber. According to this plan, 33 million Russian households will be able to access the Internet at a speed of 1 Gb per second in the year 2016.
