Spain’s telecom market is one of the largest in Europe, supported by a population of more than 46 million. The poor economic climate in past years was exacerbated by endemic high unemployment and reduced disposable income among consumers. A five-year recession effectively ended in 2014 when the economy showed a slow but steady return to growth and this has been sustained since then. Growing confidence among investors has been perceived since 2015. Revenue from the telecom sector has grown since 2016 in line with the overall economic recovery. The improved business climate hints at better prospects for the sector in 2019 and beyond.

Internet penetration in Spain nearly reached 93% by the end of 2018. In recent quarters Spain’s broadband market has shifted from copper to fibre infrastructure. By mid-2018 fibre accounted for half of all fixed broadband connections. The incumbent Telefónica continues to invest heavily in fibre infrastructure. Vodafone, the main competitor, offers a 1Gb/s service across much of its network, while in the cable sector the company has also invested in DOSCIS3.1 technology.

TELECOMS MARKET

Spain has one of the largest mobile markets in Europe, with effective competition from four MNOs and a growing number of resellers and MVNOs. This competition, together with regulated roaming and mobile termination rates, has driven down the cost of mobile calls.  In recent quarters Spain’s broadband market has shifted from copper to fibre infrastructure. By mid-2018 fibre accounted for half of all fixed broadband connections. Broadband penetration remains on a par with the EU average, though growth has been stimulated by regulatory measures introduced in 2017 which obliged the incumbent Telefónica to reduce wholesale access prices on some submarine cables by up to 35%. Orange Spain and Vodafone Spain have also bought fixed-line operators trying to compete more effectively with Telefónica in bundled service offerings. The National Markets and Competition Commission (CNMC) is the institutional regulator for the telecoms market in Spain.

BUSINESS ENVIRONMENT

After a prolonged recession that began in 2008 in the wake of the global financial crisis, Spain marked the fourth full year of positive economic growth in 2017, with economic activity surpassing its pre-crisis peak, largely because of increased private consumption. Until 2014, contraction in bank lending, fiscal austerity, and high unemployment constrained domestic consumption and investment. The unemployment rate rose from a low of about 8% in 2007 to more than 26% in 2013, but labor reforms prompted a modest reduction to 16.4% in 2017. High unemployment strained Spain’s public finances, as spending on social benefits increased while tax revenues fell. Spain’s Public debt has increased substantially – from 60.1% of GDP in 2010 to nearly 96.7% in 2017.

Strong export growth helped bring Spain’s current account into surplus in 2013 for the first time since 1986 and sustain Spain’s economic growth. Increasing labor productivity and an internal devaluation resulting from moderating labor costs and lower inflation have improved Spain’s export competitiveness and generated foreign investor interest in the economy, restoring FDI flows.

In 2017, the Spanish Government’s minority status constrained its ability to implement controversial labor, pension, health care, tax, and education reforms. The European Commission expects the government to meet its budget deficit target and anticipates that expected economic growth will help the government meet its deficit target in 2019.

INCUMBENT OPERATOR

Telefonica was created in 1924 and is Spain’s largest broadband and telecommunication provider in the continent as well as the historical monopolly since it was fully nationalized in 1945. The company, privatized between 1995 and 1999 has also presence in South America and has recently commited to significant changes to its organizational structure. The company is now fully privatelly owned and dominates the market, and recent relevance in European telecoms consolidation and its strong position in Latin America makes it an attractive acquisition target for international telecoms corporations.
