The Internet penetration rate in Taiwan by the end of 2018 was nearly 93%. Taiwan has a stable regulatory system and an educated workforce building on availability of fixed and mobile broadband networks. 4G LTE has been deployed and trials are being made on 5G (2018).

TELECOMS MARKET

Taiwan has developed a dynamic telecommunications industry defined by excellent telecom infrastructure and a very competitive mobile market. Private investors are attracted to Taiwan due to its regulatory certainty, market maturity, an educated workforce and highly clustered ICT sector that sits at the heart of Taiwan’s economic development. The mobile segment is relatively well developed compared to other Asian markets. It has experienced negative growth over the last five years due to an increasingly saturated market. Taiwan’s advanced fixed broadband market is served by a variety of technology platforms including DSL, fibre, Hybrid Fibre Coax (HFC), leased lines and wireless. Fibre is the most popular platform and has underpinned Taiwan’s relatively high standing in global broadband rankings. The National Communications Commission (NCC) is an independent statutory agency that is responsible for regulating the development of the telecommunication and broadcasting industries.

BUSINESS ENVIRONMENT

Taiwan has a dynamic capitalist economy that is driven largely by industrial manufacturing, and especially exports of electronics, machinery, and petrochemicals. This heavy dependence on exports exposes the economy to fluctuations in global demand. Taiwan’s diplomatic isolation, low birth rate, rapidly aging population, and increasing competition from China and other Asia Pacific markets are other major long-term challenges. Taiwan’s total fertility rate of just over one child per woman is among the lowest in the world, raising the prospect of future labor shortages, falling domestic demand, and declining tax revenues. Taiwan’s population is aging quickly, with the number of people over 65 expected to account for nearly 20% of the island’s total population by 2025. Closer economic links with the mainland bring opportunities for Taiwan’s economy but also pose challenges as political differences remain unresolved and China’s economic growth is slowing. Recent policies have made more progress on boosting trade with South and Southeast Asia, which may help insulate Taiwan’s economy from a fall in mainland demand should China’s growth slow in the coming years.
