The Internet penetration rate was 81% by the end of 2018. The Thailand 4.0 vision has been developed in order to create at least 100 smart cities over the next two decades. FTTH is still growing in major metropolitan areas, while residential fibre broadband service is expanding with speeds of up to 1Gbps via FTTH.


The fixed line market in Thailand has been declining significantly over the past few years, due to the hegemony of the mobile market and the growth of mobile broadband. The expansion of broadband internet implied early adoption of DSL services and some lower deployment of cable, as well as some broadband wireless services. The transition to these other technology platforms had been discouraged by the regulatory environment as local ISPs were reluctant to invest in infrastructure. Rights to operate as an Internet service provider in Thailand are granted by the NTC (National Telecommunications Council).


With a relatively well-developed infrastructure, a free-enterprise economy, and generally pro-investment policies, Thailand is highly dependent on international trade, with exports accounting for about two thirds of GDP. Thailand’s exports include electronics, agricultural commodities, automobiles and parts, and processed foods.  Thailand’s economy is recovering from slow growth during the years since the 2014 coup. Thailand’s economic fundamentals are sound, with low inflation, low unemployment, and reasonable public and external debt levels. Tourism and government spending – mostly on infrastructure and short-term stimulus measures – have helped to boost the economy, and The Bank of Thailand has been supportive, with several interest rate reductions.

Over the longer-term, household debt levels, political uncertainty, and an aging population pose risks to growth.

Two state-owned companies used to dominate the Thai telecoms market. TOT Public Company Limited was established in 1954 and corporatized in 2002, TOT used to be known as the Telephone Organization of Thailand and TOT Corporation Public Company Limited. TOT’s main line of business is fixed line telephony, although it has several other businesses, including mobile telephony. The other main company is CAT Telecom Public Company Limited, which runs Thailand’s international telecommunications infrastructure, including its international gateways, satellite, and submarine cable networks connections. Until recently, CAT had a monopoly on international telephony and CDMA mobile telephony. CAT is partnered with TOT to provide the GSM mobile service “ThaiMobile”.
