Turkey started a liberalisation process in the telecommunications sector in 2004 after the creation of the Telecommunication Authority. The Turkish telecom network has been undergoing a quick modernization process, with a remarkable broadening of its geographical extension and number of lines, particularly in mobile services. Internet penetration in Turkey has reached 57% of the population, with more than 45 million users. Türk Telekom’s TTNET ADSL2+ remains the most widely used Internet service in Turkey, offering speeds from 8 Mbit/s to 24 Mbit/s. Other broadband companies, such as SmileADSL and Biri, are also available, although most of them rely on TTNET infrastructure to deliver their connection services.


Turkey’s large population is typically young, increasingly urban and tech-friendly, generating a growing and relevant telecommunications market. The country’s push to become a member of the European Union has also aided in the development of a more open and modern economy. The building of an advanced network of intercity trunk lines, using both fiber-optic cable and digital microwave radio relay, is facilitating communication between cities, whereas rural areas are covered by a domestic satellite system. Former state company TTNET has nevertheless preserved a near monopoly in communications, which is criticized by both companies and end users. Internet censorship is also a relevant problem, with legislation and judicial action that is increasingly limiting freedom of individual expression and site content in the country.


GDP growth in Turkey reached 3.8% in 2013, with a GDP per capita of $15,300. Turkey’s largely free-market economy is increasingly driven by its industry and service sectors. An aggressive privatization program has reduced state involvement in basic industry, banking, transport, and communications, and an emerging cadre of middle-class entrepreneurs is adding dynamism to the economy and expanding production beyond the traditional sectors. Turkey’s relatively high current account deficit, domestic political uncertainty, and turmoil in neighbouring countries has left the Turkish economy vulnerable to potential destabilizing shifts.

Despite the government’s push for liberalisation in the telecommunications market, formerly state-owned Turk Telekom (TTNET) maintains a near monopoly, as most internet connections are made either by Turk Telekom or by private companies using TTNET’s communication lines. Competition is nevertheless increasing, due to improvements in the regulation of network access that includes Wholesale Line Rental (WLR) and naked DSL.
