Internet penetration in Ukraine is low, due to limitations in telecom infrastructure, high fees and low PC ownership. ADSL services are available from a number of broadband ISPs although the cost of services has resulted in low take-up. The wireless broadband sector is growing as the number of WiFi ISPs has increased, and mobile operators plan to launch fixed-broadband services using frequencies previously used by analogue mobile services. WiMAX services have also been launched. There is also a remarkable number of cable operators that have a significant presence throughout the country, but their number has diminished since the 2014 political crisis.

With a 42.1% rate by the end of 2013, Internet penetration in Ukraine is one of the lowest in Europe. Internet access is nevertheless generally available in cities and main transport corridors, and expanding into less populated areas. National telecom infrastructure is being modernised through considerable investment in both the mobile and fixed-broadband sectors. However, the annexation of Crimea by Russia, and the continuing secessionist activity in eastern provinces, have resulted in considerable disruption, making it difficult for companies to maintain network upgrades and services in those areas.

TELECOMS MARKET

The Ukrainian telecoms market is evolving. The industry is undergoing liberalization as the incumbent has been privatized, and is now losing its retail market share to independent, foreign-invested private providers. Alternative operators offer services although the incumbent is still very much the dominant player in the fixed-line market, which is characterised by a low but growing fixed-line penetration rate. The National Commission for Regulation of Communications and Informatization (NCCIR) is the regulatory authority in Ukraine for the telecoms sector.

BUSINESS ENVIRONMENT

Shortly after independence in August 1991, the Ukrainian Government liberalized most prices and erected a legal framework for privatization, but widespread resistance to reform within the government and the legislature soon stalled reform efforts and led to some backtracking. Outside institutions – particularly the IMF –encouraged Ukraine to quicken the pace and scope of reforms to foster economic growth, and the Ukrainian Government resolved to eliminate most tax and customs privileges in 2005. From 2000 until mid-2008, Ukraine’s economy was buoyant despite internal political turmoil. However, Ukraine’s dependence on Russia for energy supplies and the lack of significant structural reform made the Ukrainian economy extremely vulnerable to external shocks. In the aftermath of the great 2007-2008 global economic crisis, the Ukrainian economy contracted nearly 15% in 2009, among the worst economic performances in the world. Movement toward an Association Agreement with the European Union, which would commit Ukraine to economic and financial reforms in exchange for preferential access to EU markets, was curtailed in 2013. After a popular revolt and the formation of an interim government in late February 2014, the international community began efforts to stabilize the Ukrainian economy, including a 27 March 2014 IMF assistance package. Russia’s seizure of the Crimean Peninsula in the same year created further economic uncertainty.
